Well... i'd say don't get a new cat, just unclog the one you have. Metal pipe+catalytic converter=better airflow

thats what i did and i was passing emssions at cruising speed and not at idle, but i'm pretty sure that was because i had the timing advanced pretty far and had a fast idle. If you play with it some you should be able to pass emissions without that cat.
