I guarantee thats the problem. I just replaced the same accordian hose to a stock one from the dealer ($124.00). Had duct taped mine to try and seal it as it was old and cracked the same no boost or so little it was unoticeable. Replaced it and the three hoses off ($80.00)of it and problem resolved. Good luck with that its an easy, yet semi pricey fix.

As I said before.... someone found a source for a replacement that was very reasonable... around $45, IIRC. Search for "accordion hose" and you're sure to find it.
