Follow the vacuum line over to the intake manifold, and cap it off. This valve is mounted on the power steering pump. It's function is to raise the idle slightly when you are idling, and turning the steering wheels. Like in a parking lot.
You can live without it. be sure to plug the hole in the air intake on the intake 3" hose to prevent dirt from entering your engine thru the intake.
