Its suposed to make that noise..The only way to fix it is to use the entire stock intake system with the muffler and sealed airfilter box..

That whistling sound is actually is the sound of the air turbulence in the intake duct.. As the RPM increases the MAF flap opens to let in more air and makes the sound change pitch and sounds like it...
