you're correct about pulling air from fender,...

you're correct about pulling air from fender, kinda... you wanna pull the air from a closed area, as low as possible. However, too low could suck up water if you drive through a deep puddle/flood....

I'd think he's talking about a cold air intake system... and just confused cause the intake is behind the bumper, off to the side near your fendor? (Turbo first, Non-Turbo second, note the air filter...
