Head bolt specs for 7mgte turbo

I am rebuilding a 7mgte turbo motor. Looking for suggestions on a proper head bolt torque spec. I have heard that the factory specs are improper.

I have a 89 7mgte engine. at 3000 rpm I aquire a miss in the engine. If I accelerate above thi rpm it goes away. Below or above that rpm all seems ok. Can anyone point me in the proper direction to...

If it does not want to turn over (crank) check the ignition start switch.
run a wire from the starter solonoid thin wire, blue in color. turn on the ignition switch. touch the wire from the starter...

Can anyone tell me how to determine the sequence for installing the plug wires into the coil pack facing the engine from left to right?
I would appreciate this info.
