Does the hose have to come off before you can...

Does the hose have to come off before you can pull it off? I loosened the hose clamp in hopes that i could remove the tower then disconnect the hose

Hi i was replacing the thermostat but during installation the bottom bolt on the housing broke and is now the piece where the thermostat sits. Ive been trying to remove the housing but its not coming...
