Default lower timing gear

i have a 85 supra that on the lower timing gear keeps losing a chunk from the top of the woodruff keyway. and then either ruining the seal or just allowing oil thru. it does not appear that the seal was damaged the second go round of replacing the gear. any ideas on what it could be. thanks.
