Hi/Low-Beams(?) won't work!

I bought my 1984 Supra used about three months ago, and come to find out now that State of Texas will throw a fit if your hi-beams don't work ><.

Now I use the switch attached to my steering wheel to put the lights up, and I notice that the Hi-Beams symbol is on my turn-signal stick, but using it doesn't change the lights any and the Hi-Beam indicator on the dash won't light up. The only way to fix it (so I'm told) is to leave it at this auto-electrical shop for a day and they want 50 bucks just to take the switch apart and look at it. But before they go in and hack at something, I'm kinda curious about which lights are which first.

This is an image of what my supra looks like(no body kit though, car in pic is actually from celicasupra.com) and I've noticed that when I've got my lights on, everything but the bottom two middle lights will work.

The Foglights on the bottom; they *seem* to be split into two parts because only the very outer end of the foglights will light up and the middle of the foglights stay dark. Are these supposed to be the low-beams on my year Supra or do they just not light up in the middle? I just want to be sure I'm not looking the wrong place for the problem.

unfortunately i'm not too familiar with mk2's

not trying to sound stupid or anything, but have you actually made sure there are bulbs in that part of the light (i mean supposed to have?)

i'm not even sure when those two particular lights are supposed to turn on

i have a crappy haynes manual here... i'll have a look tomorrow and see if i can find something for ya :)
