Check the bulbs first. Headlights on, then the 'running' lights come on. That's a different element than the brake one.
When one bulb burns out on a circuit (headlights, tail, brakes, etc), it then allows more current to flow into the other bulbs on that circuit. The extra current overloads the element slightly, and will eventually burn out another bulb, sooner than it normally would have.
