Mkiii supra turbo wont go over 40mph

i need help on why a supra wont go over 40mph. i think there is something wrong turbo but dont know what can you help me

When you are driving, do you hear the turbo "click in"? The supra i just bought, does that in first gear. The turbo wont click in and mine doesent go faster that 40, then when the turbo clicks in im fine.
