Oil around sparkplugs

I have oil around my sparkplugs, recently had head gasket job done about 12k miles ago. does head gasket kits include the seals that would be associated with the oil leaking in????bad head job orr something else?

Oil is settled on top where the valve coverings are. Have not pulled a plug to see if its on the spark plug itself

Kit/HG job...does not come with new #3 valve cover gasket (the one that hides the spark plugs from view, also seals oil passages). Dealer item. approx $40.
