It sounds like he's still not gonna hook up the TEMS. In that case, he should be easily able to find some replacement shocks.
"I" would go ahead and replace all 4 shocks at one time, because you want the car to be balanced well, and handle it best. New shocks on only one end may perform differently, and cause some handling problems.
