You can have either or both off and not have any mechanical damage, but it won't run very good. You might want to check your cold start injector switch or one of the other cold temp switches. If the car thinks it is always cold it will continue to run rich.

I agree about the cam timing. Dbl check that.

But the CSI only gets power during the cranking mode. It allows a good squirt of fuel during cranking if the coolant temp is below 56*.

Possibly some wire got pinched, cut, or not hooked up.
