So, they turn off when the key is out of the ignition?
Are they on when the ket is just in the ignition, or when the key is turned to the 'on' position? Normally, if your headlights are on (and up) when you turn off the car and pull the key, they shut off, but stay up. Perhaps your problem is in this circuit.
