Those 2 fans come on when the a/c high side pressure reaches a certain level. Usually on in slower driving, but can go off when out on the hwy, as enough air flowing will lower the pressure.
Read "need some advice" in the general section. Also try the 'search' function for related threads on electric fans. I know I've explained my setup several times.
