help plz!

ok my 89 supra turbo dont boost like it should... shop says the supra boosts 8 psi stock i feel like 1 if that, my turbo spools quiet and sounds like theres something blocking it in... but the garage says theres nothen, this turbo is fairly new so its not fried... and now my car feels like im driving a broken pos stationwagon!..
