From my experience with OBDII cars (I know that the 87 doesn't have OBDII, but read on) when the troublecode indicator reads 'circuit', you have to consider three things -
A) The sensor itself. B) The circuit, running from the sensor to the computer that interprets the information. C) The computer that reads the information. Along these three points, there can be failure, and any of them will cause the light to go on.
