Default E-Brake

I've got an 88 turbo supra with 120k miles. The guy I bought it from put a lot of upgrades (and money) into it, and one thing he did was put new brake calipers and rotors on it. The brakes (regular) work great, but my hand brake SUCKS! I pull it back all the way, and the car slows down a little. If I'm parked on a ten degree slope, the hand brake doesn't hold tight enough and the car slides downhill. How can I tighten the e-brake?
