A vacum line won't cause that much boost to leak... but it can cause a small drop.
You have a stock bpv on a t61? Stock intercooler? Check your intercooler and pipes for holes or maybe a blown off connection! DON'T EVER UNHOOK YOUR VACUUM LINE FROM YOUR WASTEGATE! Are you running your boost gauge off the same port as the wastegate? Show a pic of the engine compartment that will help us see what you are working with.
