Can't tell you for sure as I no longer have my supra, but I am 95% sure that it is supposed to work when the climate control is set to "High". Also make sure that the climate control is set to a low temperature, like 65 degrees.
Good thing to check is to see if it's just a light issue on the control unit. With the car running, turn your AC on in a setting that you have found it to work. Pop the hood, and look at your AC compressor. You should see that the clutch has engaged, and that the compressor wheel is spinning. Now set the control to "High" and check the compressor wheel again. If it's not spinning, then your AC is malfunctioning in the "High" mode. If it is spinning, then your control unit indicator lights are not working properly.
