There is two lines going to the valve. Which line? You are probably just making a vacuum leak which increases your idle speed at all times, therefore when you turn it has enough rpm already that it doesn't die out. In other words your valve isnt working properly for whatever reason.

I believe youre right about creating a vacuum leak, but I have a brand spankin new valve on the PS pump from toyota and still the same exact problem. Im wondering if the PS pump itself is the problem??????
