As far as the valve covers, the torque spec is 22 inch pounds, which is very VERY light and even with a decent torque wrench will be sketchy. Tighten starting from the center bolts and work in a criss cross pattern.

If the oil in the spark plugs sticky doesn't repair the problem, then it sounds like one or both of your valve covers might be cracked from overtorquing.
