I bought a 1986 P type and I think it's toast..?

When I charged the battery to see what I had, all that happened when I turned the key is the windshield wipers come on. (wiper activator is off) Not even sure where to start with that one.

Bought the car sight unseen. Engine rotates when rolled in gear.
