Yeah, that's the vacuum line. So the controller is in the correct spot. My guess is either the solenoid for the ebc is broken/stuck closed, the setting is in the wrong place, or something isn't connected correctly. Until you figure it out, remove the boost controller from the vacuum line and just run it as stock. This way you should be boosting to safe levels and you won't risk damaging your turbo or your engine.

Also, look in the MKIII Supra FAQ and check for error codes. Reply back here once you find out what the code(s) stored are.
