This depends what you'll be racing, right? If you'll only be racing 6cyl rustangs, then not much modding will be necessary. If you want to take turbo 'busas on out on the highway, then you'll need quite a bit more.

Generally: 400hp isn't too hard; 400rwhp is harder; and 500rwhp takes more extensive mods.

'BPU' should cost less than $1,000 USD, and includes a boost gauge, a downpipe (eliminates the oem cats), a fuel cut eliminator (GReddy BCC), a boost controller of some sort (a hose clamp in the right spot works), and a few gallons of race fuel. This will get you to about 400hp at the crank.
