There are two VSV under the intake plenum on the GTE, one is for the EGR and the other is for the fuel pressure regulator. Those plugs appear to be the VSV plugs.

As for the lack of starting... is it no spark or no starting? They're not mutually inclusive. If you do have spark and it's just not firing properly you may need to check the mechanical timing of everything (cam gears and crank pully need to all be at 0? and the CPS needs to be set properly). If you have no spark at all start with checking the EFI fuse in the engine bay fuse box, check for error codes, verify that all grounds are connected, test for power at +B and +B1 at the ECU (if no power at those pins then test the main EFI relay).
