It's probably a bad actuator, vsv, or electrical connection. Troubleshooting the operation of the oem twins in sequential mode is kind of tricky. I'd suggest reading up on the exact sequence of steps in the operation of the twins, and then use the troubleshooting section in the TSRM to diagnose the problem.
