Default 87 MK III turbo - AC & Heat Always On Problem

AC
In average weather 70 degrees or so AC doesn't get cold just cool
In hot weather AC doesn't even blow cool.
I am pretty sure its still R12 do I keep it R12 or convert
Do I charge or evacuate and charge.
Is there some trick to filling it well, the sight glass is not really useable.


Heat
Once car is warmed up, it always feels like heat is on near drivers feet.
The valve is factory new and the wire was replaced by the dealer.

I know my AC probably needs a charge but even if it was cold theres no way it can compete with the heat near drivers side floor on hot days.
