Yeah, typically a fueling problem. Either the cold start injector isn't doing it's job while cranking or the fuel rail is loosing too much pressure at rest or the engine bay is too hot and the fuel is vaporizing in the rail.

Does this occur all the time, only when cold or only when hot?

The easiest thing to start with is pulling and cleaning the cold start injector. Is your car a turbo or N/A?
