If you're testing them in the car yes, you can use a steel rod or even a wooden dowel to listen to them. Just tap them quickly with 12v and you should hear them click pretty solidly. Don't hold the voltage to them or you could burn out the coil.
Odd thought, but humor me, have you checked all your fuses?
