I agree that you need to lap it. I'd ditch the sand paper and get some diamond lapping compound. As you work on it make sure to measure the flatness of the deck as you go. You don't want to over work any given area.

You can pack the cylinders with Crisco to make sure what ever abrasive you use doesn't end up eating up the rings and cylinder walls. When you're done you just scoop it out.
