On a US-spec Mkiv TT, it's easy. Just remove the traction control fuse.

(the oem traction control system kind of sucks so it's double-win)

On a euro-spec, I believe it's a little more difficult. From what I understand, you need to purchase a speed limiter removal 'black box' from HKS:
