Default Mint 1989 supra found. Need quote on re-torque

I have been reading all the good information concerning the re torque for the HG on the Supras. My question is how much should I expect to pay for a re tourqe at the dealer or a private shop. My second question. Would a private shop be a better choice over the dealer. My neighbor works for ford in the parts shop and tells me that the dealers has no real mechanics unless they are old timers. The new dealer mechanics are all robotic wrenches just following a script from the computer printout with no real knowledge or experience. Considering the supra I have a question about is a 1989 turbo I am concerned about who can work on this car.
The supra in question is a 1989 turbo, red with the targa top, all leather interior. The car only has 40,000 original miles and has been kept in a air conditioned warehouse. How did I come across this car. Lucky me, my friend has a very wealthy father and he bought or replaced cars every 30k to 40k miles. The supra was one of his favorites and he never sold it or traded it in and it was only driven by him. The card has been in a air conditioned factory. It runs mint. We drove it around the block and the only motor issues I see are a couple of oil spots on the floor under the car where they keep it parked. I plan on buying the exhaust test kit and if it checks out fine he wants $4000 for it. Your comments are appreciated. Thank you
