You are getting valve timing and ignition timing mixed up. When you install a timing belt you are setting valve timing. All marks should be lined up when the crank pulley points to ZERO. Ignition timing is when you connect a timing light and move the CPS or distributor to set the ignition timing to 10 degrees before top dead center (BTDC).

You do know how to use a timing light right?

If you are just replacing the timing belt and NOT removing the CPS or distributor you will not have to reset ignition timing. The CPS or distributor is cam driven so as long as you line the cams up correctly ignition timing will remain undisturbed.
