Well the wastegate can allow for more horsepower, on the stock CT-26 the wastegate is internal, and dumps directly to the downpipe elbo. There is a actuator that is on the compressor side of the turbo that when it reaches a certain psi I think its ~6psi stock, the wastegate opens and lets exhaust from the manifold dump into the downpipe, that opening will keep some of the exhaust from turning the turbo any faster.

If you are looking to run the stock CT-26 then the only thing you can really do, to my knowlage, is to shim it, shimming it will allow for more psi to build untill the wastegate opens, which in turn gives more horsepower.
