Intercooler restriction?

Has anybody ever experienced having a restricted intercooler(factory intercooler) with higher boost levels around 11psi with the stock ct26. I have 2.5 inch intercooler piping but at higher rpms the engine does not pull hard and it feels like the engine is not getting enough air. The engine will rev to redline in neutral with no load but not when underload and boosting.
