The solenoid resistor is the aluminum heat sink looking thing directly to the right of the driver side strut mount (as you are looking under the hood from the front bumper). The connector is round and yellow.

I know it does NOT have any control over the starter for a fact, since you are required to disconnect it for a compression test.

What it DOES do is control the fuel injectors.

The only way to test the solenoid resister is by measuring the voltage of 3 of the terminals of the 4 terminal connector. There should be between 10-14 volts with the ignition switch in the on position.
