No, the ssqv doesnt recirculate. There is a forge recirculated one, and some that are 50/50. Most stlyes of valves have a spring holding them closed, And the pressure pushing against the valve. Ie, Pusher(pressure wants to push it open). The ssqv has the pressure from the turbo holding the valve closed, So the more pressure the harder it is to leak. And what opens it is the vaccum on the other side of the throttle body after you close the throttle. Thats what opens all BOVs. It realses the pressure for 2 reasons. When you close the throttle, There is still a large column of air moving under pressure from the turbo through the whole IC and piping to the throttle. If the pressure backs up, It can slow the turbo down. Thats always bad. 2nd, It makes a backwave of air pressure, Which can damage the turbo.
