Revs between 1000-2000 rpms whats wrong

Im getting ready to buy a 1990 supra turbo but when the car is ran for a few minutes and you goto put the clutch in the engine revs up and down between a 1000, and 2000 Rpms. What would possibly be the cause if anyone would up
