Well usually it is a blind nut on the other side of the sheet metal that is welded on so you won't have to hold the nut while taking out the bolt, but sometimes that nut breaks is weld and turns with the nut. I agree with the others as far as stripped out threads half way on the bolt. You may have to cut the head off and use a center punch to hit it out from the top if the screwdriver trick doesn't work. But prying up the bolt while unscrewing should do it.
