You don't have to recirculate and most don't. If you recirculate then the noise is getting sucked back into the intake side of the engine and not as loud. You may absolutely by-pass your recirc, that is the difference between a recirc valve and a blow off valve. Air gets metered as it comes into the engine by the Mass air flow sensor. The recirc dumps the metered air back into the intake side where the blow off dumps that metered air into the atmosphere. Some people say it can cause bogging of the engine because the engine is expecting more air and so dumps extra fuel into the cylinders. I've never had the problem personnaly.
