Default '83 Supra power steering problems

Well, I see the MK II is not getting as much love, but I'll post any way. I recently picked up an '83 Supra. The previous, and only owner stated they put two power steering pumps, and a new rack n pinion on it due to the power steering pump whining and being generally hard to steer. I just installed a new pump, after running seafoam through it for about a week. I worked great, for about 10 minutes and now we are back to the whining and kinda hard to steer pump. So...what gives? He said when they installed the new rack, that they also installed the new speed sensitive valve that came with it. I can't for the life of me figure this out. The last option is the valve, don't know what it's for, at the bottom left, left side of the pump itself that goes into the air intake duct and the upper intake plenum. Not to mention my cruise control has power but wont engage and the brake light on the dash is continually on. Help please, this is my second Supra MK II, was stupid for getting rid of the other one due to inept mechanics not being able to fix the cam seal leaks. I don't want to get rid of this one too. Last question...are there any vehicles I can look for that could possibly have a manual rack and I'll just throw that under the car?
