The non-power USDM seat had some limited power functions. The only way to get a non-power driver's side seat would be to pull the LH seat from an RHD.... but you loose lumbar too. I don't think there was a full manual, Toyota seat available for the MKIII in any market. There were aftermarket packages though, such as Bride.

Take the seat out and post any Toyota part numbers you find on the bottom and the rail. We may be able to sort it out real quick.

Also, where's the vehicle from?
